[Feature Request] System hook resource

As you already provide means to create project hooks, would it be difficult to implement the same for system hooks (https://docs.gitlab.com/ce/system_hooks/system_hooks.html)

I'm thinking about syncing changes from gitlab to other systems and automatically creating system hooks with TF would be a major timesaver
