Support 'Skip outdated deployment jobs' in gitlab_project

Feature Description

In the Gitlab UI there is a 'Skip outdated deployment jobs' setting that I think is not manageable via Terraform. We would like it to be so.

Perhaps there could be a skip_outdated_deployment_jobs attribute on gitlab_project for this.
