Labelling GitHub Actions removes `bug` label from template

When using the Issue Templates our GitHub Actions for labelling Issues is removing the bug label:

This shouldn't be the case and the labels added by the template should NOT be removed by this action.

To reproduce, just create a new Issue from the Bug Report template.
