Remove Feature Flags and Release to Self-Hosted Instances (Step 5)

Problem

As a part of 12.8, usage ping time outs were fixed with batch counters. A feature flag was enabled on this.

Proposal

After usage ping has been tested on self-hosted, the feature flag can be removed so that these features are enabled.

Add page_type: 'projects:issues:show', --example uses existing body element 'page' value

We’ll then tag this as a release for self-hosted instances. This can be released through a patch release in 12.8.x mid-way through March or as part of the official 12.9 release on March 22.

Self-hosted instances will need to upgrade to the latest version to have this feature enabled.
