Count number of users Deploying to AWS
This is a sub issue to the north star metric.
~"devops::release" NSM is number of deployments. A drill down to users deploying specifically to AWS is this issue.

Description of what needs to be tracked:
We want to measure the users who are deploying to AWS - these are some ways we can do so:
- Number of Users who are using environment variables starting with "aws" in their name
- Number of monthly users that are using images from the cloud_deploy project
- Number of monthly users who are using the deploy_to_ecs .gitlab-ci.yml file
- Number of users who have a parameter in the .gitlab-ci.yml file with launch_type==ecs
For self-managed customers who are using cloud-deploy images or the deploy to ECS template is there a way to measure as well?
