Make sure usage ping is fully processed on version app

This is to ensure that the usage ping is fully processed and all values are stored on version.gitlab.com

• Add monthly stage usage data MR https://gitlab.com/gitlab-services/version-gitlab-com/-/issues/280 https://gitlab.com/gitlab-services/version-gitlab-com/-/merge_requests/390
• After https://gitlab.com/gitlab-services/version-gitlab-com/-/merge_requests/390 is merged, reconfirm all usage ping payload keys are being saved to database
