The TW team is not the only one that uses the docs front matter about stages and groups

I wasn't sure how to frame this, so I thought I opened an issue to have at least something to point folks to.

It has come to my attention that the frontmatter of some pages confuses people.

For example, we consider https://docs.gitlab.com/ee/administration/troubleshooting/gitlab_rails_cheat_sheet.html to be Enablement/Distribution since it's under the admin docs, but this page is ultimately maintained by the Support team.
