Badging pages that are internal only

Issue Description

We have some pages in our docsets that are internal APIs. We need to decide if we should:

1. not add badges to the H1s for those pages (which means @cnorris' initiative to get all pages badged can never succeed)
2. create some kind of new INTERNAL badge
3. Some other idea not yet proposed
