Create Slack integration for issues with "docs-comments" label

In Technical Writing milestone plan for 17.7 (#1161 - closed) (specifically #1161 (comment 2222428985)) we identified that issues were being created with the docs-comments comments label, but no one was doing anything with those issues. We can't guarantee that any of those issues also get stage / group labels. These issues fell through the cracks, and no one knew to look for them.

Proposal

  1. Configure a Slack integration to post when a new issue is created with the docs-comments label.
  2. Determine whether to post it into an existing channel, like #docs, or into a new channel. (Amy has a vague memory of a channel named something like #docs-comments being used for this purpose years ago)
  3. Set expectations with TW team for how to handle these issues. Ideas:
    • Add stage / group labels if known?
    • Mark with ✅ when properly triaged, like we do in #docs?
    • Something else I haven't thought of?
