Elastic upgrade: Create Elastic Cloud Serverless project

Goal: Create a serverless project within our ES cloud management UI along with Elasticsearch

Suggested steps:

• Create serverless project
  • Make sure to use vector optimization
• Create API key with access + create permissions (for TW engineers) (once we know what permissions are needed, we can create keys for the rest of the team)
