Rename and move the Hugo project

1. Change the path of gitlab-org/technical-writing-group/gitlab-docs-hugo to docs-gitlab-com. Who: @axil
2. Move gitlab-org/technical-writing to gitlab-org/technical-writing-group/technical-writing. Who: We need an Owner of gitlab-org to do this. I'll reach out to @rymai since we're on the same timezone.
3. Change the path of gitlab-org/technical-writing-group/technical-writing to team-tasks (similar to https://gitlab.com/gitlab-org/distribution/team-tasks). Who: @axil
4. Change the path of gitlab-org/technical-writing-group to technical-writing. We need an Owner of gitlab-org/technical-writing-group to do this. Who: @rymai
