Set up CI without MD009 rule
Issue Description
During MRs, we frequently have errors in the docs-lint
job related to whitespace. Here's an example:

ERROR: Job failed: exit code 1
Based on discussion in comments (and in Slack), we could remove the MD009 rule. I see no reason to enforce it, and per the MD009 rule author:
Rationale: Except when being used to create a line break, trailing whitespace has no purpose and does not affect the rendering of content.
