Consider downloading @gitlab/svgs differently

When @gitlab/svgs has a new release, we don't have the icons available for Docs until we update frontend dependencies.

It is not tenable to do this daily, but people expect new icons to be available immediately.

Maybe we stop managing this with Yarn and do a separate download for the latest package?
