Go support for gemnasium-db

This merge request adds Go support to gemnasium-db by:

  • modifying the YAML schema by adding the impacted_packages field
  • modifying the YAML schema validation to include advisories added to the go sub-directory
  • modifying the documentation to explain changes in relation to the newly added package type go
  • adding the first Go advisory to gemnasium-db
