Decide how this project will be maintained as we migrate users to ci-cd/codequality

This project has been copied over into the ci-cd project namespace, where further development will happen. We should decide what will happen to this project.

Current Status

Both projects are at feature parity, running codeclimate:0.85.8.

Proposals

1. Backport updates from ci-cd/codequality to this project for a fixed deprecation period (until 13.0?), and eventually remove this project.
2. Don't backport any updates, make this repository read-only and add some kind of warning telling people that this repository will go away eventually. We could backport a security fix if there ever is one?

I like #2 (closed), @iamricecake suggested that it incentivizes people to switch over faster while not being breaking. It also has a much lower maintenance cost for us (none) and we can let this project sit around being read-only until 14.0, or just in perpetuity.
