Bumped the version of PMD to version 6.17.0. 6.17.0 has no specific apex benefits, but is the latest, and does have small core changes. The current version on master is 6.15.0, so this includes 6.16.0 changes.

This resolves issue https://gitlab.com/gitlab-org/gitlab-ee/issues/12947.
