Formalize the reaction rotation for Secret Detection

Problem to solve

In the past we've had a few people volunteer to do our reaction rotation for a milestone, but we never actually formalized it via the handbook or a process. I'd like to review and discuss what responsibilities should be a part of the rotation, what the process will look like, and open it up to feedback from the team. Once we've had a chance to discuss, I'll commit it to the handbook and we'll kick things off in this milestone (%18.0).

Proposal

• Put together epic to track reaction rotation assignments
• Establish reaction rotation GitLab group to make tagging the current team member assigned easier to notify across our platform.
• Document and discuss responsibilities for the rotation
• Document rotation process including handover instructions
