Rally: Determine strategy for test data

Questions

• How will test data be created?
• Will it be copied from existing data sources?
• Where will the data be stored?
• What projects will be used for testing (and how many)?
• What search terms will be used for testing (and how many)?

Proposal

Store data in GCP storage bucket and update the existing rally track to point at that (see "sharing your track with others" from documentation)
