[Gitalisk][LS] Publish gitalisk node package @gitlab-org/gitalisk-node to npm registry

Publish the Gitalisk package to make it available as an npm dependency in the gitlab registry. This will be needed before any migration work to the Language server can be done.

Make sure that all cross-platform binaries are built and published in the package. Ensure that the package can be installed and that the appropriate binary is used on the correct platform.
