[images] Set up renovate bot for image dependencies

The goal:

• Set up the project in renovate
• Set up minimal Cargo.toml file for cargo updates
• Set up Dockerfile and Cargo managers in renovate configuration
• Confirm renovate updates both Dockerfile and Cargo.toml
