Fix failing CI jobs that are allowed to fail

Problem

We have several pipelines in warning state (e.g. https://gitlab.com/gitlab-org/ruby/gems/gitlab_quality-test_tooling/-/pipelines/1098479327):

The failing jobs are brakeman-sast, gemnasium-dependency, license_scanning and secret_detection.
