Add branches as resource_rules

It would be quite useful if you could also sort out branches besides issues and merge requests. For example, you could also monitor branches and automatically delete them after a certain period of inactivity or if it is too many commits behind.

Maybe it's already possible to do so, but I couldn't figure it out reading the documentation.
