11.4.0 RC1: Service desk is not sending emails

This issue is created to recognise the causes that led to the described problems. No individual or group can or will need to take responsibility for the problem. We are all working together on creating a way to not repeat the same mistakes.
Circumstance description
On 2018-10-03 11.4.0.RC1 was deployed, Service desk was no longer able to receive emails.
Impact
Anyone using Service Desk was unable to receive emails. User issue reported in https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/5248
