This commit keeps adjusting the patch release files to use the new patch
release terminology. The following files were updated:

* `patch/engineers` -> The patch definition was expanded, the steps for
  engineers were left as-is
* `patch/patch_release_pressure`- > The patch release pressure is no
  longer used to determine if a patch release should be triggered, so
the file was updated accordingly.
* `patch/blog-post` -> Instructions were updated for the different types
  of patches.
