Removes security issue step from Security engineer doc

What does this MR do?

On gitlab-com/gl-infra/delivery#1144 (closed), a new command was added to automatically create security release tracking issues, this will be done by Release Managers during the last steps of a security release.

This MR removes the manual step from Security engineer documentation
