Rename `release` to `tag` and `security_release` to `tag_security`

Due to some reorganization that needs to happen in the ChatOps project regarding commands in release-tools, it makes more sense for these tasks to be called tag rather than release. We've kept the original tasks as undocumented aliases for backwards-compatibility.
