Make CURL available in image

Summary

Add CURL support to the image.

Steps to reproduce

Curl is not available in the release-cli image. Therefore launching API calls in a release stage is not possible. The alternative is to install the CLI into another image, which is tedious and not effective.

What is the expected correct behavior?

Make curl available in the image.
