Dockerfile.dev mismatch with production

Dockerfile.dev was using https://gitlab.com/Alexand/ruby-function-invoker but now it seems production is using https://gitlab.com/gitlab-org/serverless/runtimes/ruby which behaves differently.

We need to bring them align.
