Update project paths for the single codebase

In case a gitlab-ce URL was used in a comment, we changed the URL to use gitlab-org/gitlab instead of gitlab-org/gitlab-foss. In all other cases we replaces gitlab-ce with gitlab-foss, and gitlab-ee with just gitlab.
