Triage package for reviewing old community created feature proposals

Feature proposals make up a large percentage of the issues in the issue trackers. We should periodically review old community feature proposals and see if they are still valid.

I propose setting up a ~"triage-package" for each team to look over a set of old feature proposals with the intention of closing them down or scheduling them

Conditions for old feature proposals

• Created over a year ago
• Created by the community (not a team member)
• Labelled feature proposal
• Unscheduled (not attached to a milestone, backlog or otherwise)
