Group triage package for the Runner project

After CE and EE, the runner project has the most issues. Would it be beneficial to create group triage packages for the runner project? The issues there will almost all relate to the ~Verify team. I believe that we could reuse the current triage package rules for CE/EE and the other group's (~Create/~Plan) triage packages will not be created.
