Severity and Priority of bugs in `omnibus-gitlab` project and other smaller projects

We're now indexing issues for omnibus-gitlab in insights. It's noticeable that the bugs for this tracker are lacking S/P labels:

These bugs are also considered when generating the overall gitlab-org percentages for bug classification, but there not many bugs in this tracker in comparison to the others.

We have never applied triage rules to this project before
