Slipping check: Feedback from initial rollout (2021-12)

@oregand created a policy to prompt issue assignees to update issues that appear to be at risk of slipping, and applied it to Editor group.
@djensen generalized that policy and applied it to Compliance and Optimize groups, bringing the number of testing groups to 3.

We want to apply this policy to all groups, but first we want to collect feedback from the 3 testing groups. How can this policy be improved?
