Close MRs open for more than 12 months (with a comment welcoming reopening if there is still interest)
Proposal
- Use the same methodology that is used to close stale bugs to identify MRs which have had no GitLab Bot activity in 12 months
- Feedback from @godfat-gitlab is that removing the labels does not actually prevent the policy from closing. Example in: https://gitlab.com/gitlab-org/gitlab/-/issues/191341#note_487720265
- Warn on the MR that it will be closed 7 days ahead
- Close with the following message:
