Change test quarantining data source from GitLab issues to ClickHouse

Problem Statement

We want to use data stored in ClickHouse for quarantined tests, as it's now the true SSOT for quarantined tests.

Goal

  • Add ClickHouse client infrastructure to triage-ops as the foundation for querying test failure data directly from ClickHouse.
  • Change the quarantining logic to fetch data from ClickHouse instead of GitLab issues
