Documentation MRs request unnecessary reviewers

In the case of a documentation MR like gitlab-org/gitlab!204089 (merged), manage merge request view at https://contributors.gitlab.com/manage-merge-request?projectId=278964&mergeRequestIid=204089 suggest unrelated MR reviewers. If I use @gitlab-bot ready message you'll see it requests review from unrelated reviewer as well as technical writer assigned to docs page using code owners file. Both bot and manage merge request view for docs MRs where code owner is assigned should just assign to code owner and not others.
