Request to skip applying ci::components label to Congregate project

Summary

This issue is for requesting triage automation on a given project. Please link to the project needed and select from a list of triage automation rules to be added.

The templates folder in Congregate is not for CI components.

Request

Requesting that Congregate be excluded from the ci::component setting.

Note : We would honestly like to skip everything in professional-services-automation for now, but I understand this is project-based exclusions
