Do not downgrade pipeline tiers

Context

We are currently downgrading pipeline tiers when approvals are reset/removed on an MR, and it caused some unexpected edge-cases between pipeline:mr-approved and the tiers labels (example).

Goal

Do not downgrade pipeline tiers for the time being.

We'll be able to revisit once gitlab-org/gitlab#457681 is worked on.
