Upgrade Ruby to 3.1 or 3.2

I used to be able to run Ruby 3.1 for this project I think, and there's only some minor issues. Now it's giving me timecop errors everywhere if I am running with Ruby 3.1.

Maybe timecop isn't compaitble with 3.1?

Let's try to upgrade to Ruby 3.1 so we're not degrading with dependencies updates.
