Improve the Monthly Bug & Performance Issues Triage

The process around adding bugs and performance issues to the RP has changed the triage policy has been updated.

Here is an example from the Plan team in %16.0: triage-reports#12372 (closed)

However, there are a few ways this could be improved:

• Improve the issue list link to specifically exclude workflowcomplete and include status: closed
• Split out issues that have the correct milestone & workflow label, which just need to be checked for accuracy, from those that don't and might require action to clarify
• Remove the markdown sections (these are redundant now that there's no need to copy/paste them)
• Link back to the policy in the issue description
