Test Gitlab availability when Gitaly servers are down

This came up due to a production issue - gitlab-com/gl-infra/scalability#33 (comment 227380406)

As mentioned, we need to have an integration test that could test the availability of Gitlab when the Gitlay file server is down. Please see the thread mentioned above for more details.
