Create test case to cover "upgrading a source-based installation and start Gitlab"

https://gitlab.com/gitlab-org/gitlab-ce/issues/65008 is a regression bug, where if we have the test case it should be found easily.

This issue is to:

1. find out whether it worth to create test case to cover "upgrading a source-based installation and start Gitlab"
2. if yes, create it.
