Geo E2E test: user can log into primary and secondary Geo sites when maintenance mode enabled

Steps

• Before: enable maintenance mode
• Test: regular user can sign into primary, then sign out
• Test: regular user can sign into secondary, then sign out
• After: disable mode

Notes:

• Be careful if running tests on shared live environment (e.g. staging). May want to disable this test on such environments
