Duo Agentic Chat: Add hover state to indicate clickable delete button on chat history item

This is a follow up to the following MR note here.

Currently there is no indication to show that the delete icon is a separate clickable event on the agentic chat history item row. It would be a nice to have to show some form of visual difference.
