Revisit time to close bugs metrics after 2 releases from the recent triage and process improvements

From closing out of the dev metrics working group, we touched on monitoring the time to resolve of ~S1 ~S2 bugs. https://quality-dashboard.gitlap.com/groups/gitlab-org/time_to_close_bugs

We have made multiple improvements to tooling and process to empower each groups to triage their bugs.

We need to revisit this again in a few releases to see where the numbers are at.
