Investigate GitLab QA failures in Reference Architectures

GitLab Provisioner is being replaced with GET in omnibus-gitlab pipelines in gitlab-org/distribution/team-tasks#796 (closed). This issue is to investigate GitLab QA failures that occurred on the minimal setup environment (3 consul nodes, 3 PG, 1 Rails, 1 PGBouncer).
