Test-cases reporter: Ignore system notes and other irrelevant notes
The reporter logs when it encounters a note that isn't about a test failure. That includes system notes, e.g.:

It's noisy and not informative, so we should stop logging those.
It might not be helpful to log any such case - if the reporter doesn't find an existing thread about a particular failure, it will create a new one.
