Scoped labels for ~quad-planning effectiveness
Problem
The current Quad Planning dashboard provides visibility into how many issues by team are going through or missing quad planning.
It is challenging to determine ~"quad-planning" effectiveness with the current available information. Some of the requests for insights in Quad Planning are how actionable the process is and what is the cycle time.
Proposal
@dsatcher had a great idea of using scoped labels to determine a few different outcomes. Dates of the label application could be identified from the analytics_staging.gitlab_dotcom_resource_label_events
table to determine when the actions occurred (ready for review to complete).

If we replace ~"quad-planning" then we'd need to rework the existing Dashboard. These label names are terrible but I wanted to start somewhere
Considerations
- We want to keep the process lightweight and simple.
