Consider not reporting for `*-quarantine` jobs?

Quarantined jobs are currently reported, e.g. gitlab-org/quality/testcases#661 (comment 306140471). I think quarantined tests aren't skipped when run in a *-quarantine job, e.g. https://ops.gitlab.net/gitlab-org/quality/staging/-/jobs/1001960 so we probably want to add SKIP_REPORT_IN_ISSUES: "true" for these jobs instead?
