[Design Management] Update test: Clean up test file

Currently, this test is just a lonely file inside the create folder. It should be placed inside a design_managment folder as this feature is going to grow in the next time and by doing this is will be easier to prepare right now for it with a much lower test count.

The test itself can be left as is but should be expanded with additional ones.
